Rogers comes into the starting line-up in place of Mark Gerrard, who injured his hamstring on Wednesday, while Australian Under-21 outside back Adam Ashley-Cooper joined the team in Perth on Thursday and trained Friday morning.
A decision on the final make up of the reserves bench will not be made until just prior to kick off on Saturday.
Starting for the first time since injuring his knee in South Africa four weeks ago, Rogers says he's looking forward to the opportunity of playing on the wing.
"It's going to be a good challenge. Watching over the last month has been hard and I'm looking forward to being able to come out and hopefully offer something to the team," said Rogers.
"I can't wait to get out there really. I've been excited all week just at the opportunity of being in the 22 and now to be given this opportunity to start, I'm pretty excited."
