Hadden hopes to take a look at his options in the game against the Eastern Europeans ahead of meetings against the Pacific Islanders and Australia later in the month, with a view to finding the right formula for next year's Rugby World Cup.
"I've said to the players that the first thing we've got to do is win these three games, and in particular we want to smash Romania," said Hadden.
"Having said that, this is an opportunity to do a little bit of tinkering, and that is what we've got to discuss in selection.
"We want to put a marker down, we want it to be seen that we are serious about the direction we are going in, and that we are ambitious.
"Scotland doesn't do that very often, we want to get used to doing it, we did it against the Barbarians, now let's see if we can do it in a real Test match."
Hadden's squad had to stay off the training pitch on Monday to recover from their matches at the weekend, but Hadden expressed his delight with the way things had gone in the national team's third training get-together of the season.
'Because we had 15 members of the squad playing on Sunday, we didn't do any rugby at all yesterday, and I was concerned about that perhaps being a bit of a waste - but the reaction from the players suggests that I was wrong," he added.
"It was great to get everybody together again, it was great to get a bit of banter going, and sometimes coaches forget how important that is.
"The rugby today was excellent in quite difficult conditions, and it gave the selectors food for thought. We'll be discussing now what we are going to do with the one remaining session tomorrow [Wednesday]."
Hadden admits it is highly unlikely that Simon Taylor will be available for any of Scotland's three matches this month, despite the number eight taking a full part in yesterday's non-contact session as he recovers from a knee injury suffered in May.
"I'm not sure when Simon will be back playing, I've not actually checked on that, it's not a subject we talk about very much, but I would think the Romania game will come too early for him," Hadden said.
"To be honest I'm not really thinking about him at the moment. He just needs to get back playing again because he has been out for such a long time. From my point of view the most important thing is getting Simon playing in the World Cup."
However, Hadden was more optimistic when asked about Allister Hogg's prospects as he fights back from an elbow injury.
"Ali is available for contact training tomorrow, and because he has only been out for five weeks it won't take a player of that experience long to get up to speed."
It is thought that both players will feature for Edinburgh against Cardiff on Friday night.
